Power of attorney for your HDB when moving overseas. What you need to sort before you leave.

  • If you already have an HDB POA from a previous overseas stint, check if it is still valid before spending money on a new one
  • An HDB POA is valid for 6 years but check the wording covers more than just one tenancy
  • Both joint owners must sign with wet ink signatures. Sort this before either of you leaves Singapore.

When we started planning our move to London, one of the first things on our Singapore checklist was appointing a Power of Attorney. We needed someone we trusted to manage things on our behalf while we were overseas — handling our HDB rental, signing documents, managing correspondence, even something as routine as polling.

What we did not expect was that we might not need to do anything at all.

We had appointed a POA back in 2023 for a previous overseas stint. Before assuming we needed a fresh one, I decided to check. I wrote to HDB with our existing POA document and asked whether it was still valid for our upcoming move.

The answer was yes. Our existing POA was still valid and did not need to be replaced.

That one check saved us time, effort and money. If you have appointed a POA before, do not assume it has expired. Check first.

How to check if your existing POA is still valid

A Singapore POA is generally valid for 6 years from the date it was executed. So if yours was done in 2021 or later, it may still be active.

The critical thing to check is the wording. Some POA documents are drafted specifically for a single tenancy or a single transaction. If yours is worded that way, it will not cover your current move even if it is still within the 6 year window.

To verify, I wrote to HDB directly through the HDB portal. Log in with your Singpass, scroll to the bottom of the page and click “Write to Us.” Under the category menu select Managing My Home, then Renting Out a Flat, then Application to Rent Out a Flat. At the bottom of that page you will find an option that says “Can’t find what you’re looking for” — submit your enquiry there and attach your existing POA document.

HDB states that responses can take 3 to 5 working days or up to 14 days for specific queries. I received my reply within 2 days. Attach your POA document to the enquiry and ask specifically whether it covers your upcoming rental and overseas relocation.

What a POA allows your appointed person to do

For HDB purposes, your appointed attorney can handle the rental application and approval process on your behalf. But a well-drafted POA covers more than just one transaction.

Ours allows our appointed attorney to assist with general property management, sign documents, handle correspondence, assist with polling and other civic matters, and manage various administrative tasks that require a physical presence in Singapore while we are in London.

If you are drafting a new POA, use HDB’s standard template as a starting point. It covers the key scenarios that most overseas Singaporeans need. Your lawyer will be able to advise on whether any additional clauses make sense for your situation.

Getting a new POA: what the process involves

If you do need a new POA, the process is straightforward but has one significant requirement that catches many people out.

You need to go to a law firm and sign with wet ink signatures. This cannot be done digitally. The document also needs to be notarised.

A simple search will bring up several law firms in Singapore that handle HDB POA documents. We used JCP Law in 2023 at a cost of around $280. Prices may vary across firms so it is worth checking a few options.

The process itself is not complicated. You book an appointment, go in to sign, the document is notarised, and you are done.

The joint owner complication nobody warns you about

This is the part that caused us the most stress in 2023 and the reason I want to highlight it clearly.

If you are joint owners of your HDB flat, both owners must sign the POA with wet ink signatures. Both. Not one, not a digital signature from the other — both physical signatures are required.

In 2023, my husband had already left Singapore for his overseas posting before we had sorted the POA. This meant I went to the law firm in Singapore to sign my portion, while he had to make a separate trip to the Singapore High Commission in Ireland to sign his.

It was manageable but it was avoidable stress. If we had sorted this before he left, it would have been a simple joint appointment at the law firm.

If you are overseas and need to sign a POA, you will need to do so in person before a Singapore High Commission or Consulate in your country, or before a local Notary Public who can certify the document appropriately. This adds time, cost and coordination to what should be a simple process.

The lesson is simple: sort your POA before either owner leaves Singapore. Even if your departure dates are staggered, try to get both signatures done locally before the first person flies out.

What to take away from all of this

Check your existing POA first if you had one from a previous overseas stint. It may still be valid and save you the time and cost of a new one.

If you need a new POA, get it done before anyone leaves Singapore. Both joint owners need wet ink signatures and coordinating this from overseas is an unnecessary complication.

Use the HDB portal to verify your situation directly. The response time is faster than the official estimate suggests.

And do not leave this to the last minute. In the chaos of a relocation there are always tasks that get pushed to the final week. This should not be one of them. A properly appointed POA gives you peace of mind that things can be managed at home while you focus on settling in abroad.
